Should the president force local school districts to allow students to use the bathroom based on their gender identity?

Yesterday, President Obama released guidance telling schools to allow self-proclaimed transgender students to use the bathroom and locker facilities of the gender they identify with, as opposed to their biological sex. The guidance warns that schools that don't comply could face lawsuits or lose federal aid.
